A panel of local residents helped to write the five key values that are at the heart of the plan (the Plymouth Plan's philosophy), with the purpose of ensuring that the plan is delivered in the best possible way for the people who live in the city.
A key theme of the plan is for Plymouth to be a welcoming city, which is about the city being a great place to live, work, visit, study, do business in and to grow up in.
