Preventing homelessness and rough sleeping in Plymouth

This document sets out how Plymouth will deliver against the City Strategy and the Plymouth Plan to prevent and reduce homelessness and rough sleeping. It delivers against policy HEA8 of the Plymouth Plan and against sections 3, 4 and 5 of the Plan for Homes 3 in a fight to end homelessness.
